FOIA Disclosure Center (Advanced Access)
The FOIA Disclosure Center provides information on previously released documents. The portal includes a dashboard that highlights Reading Room trends, along with a table displaying information on released documents. Summary cards display the number of documents requested three or more times, documents with release conflicts, and the number of recent disclosures. Clicking a card updates the list display with relevant documents.

Views:
The default view is All View which displays data across all records. You can change the view to one of the following:
- Documents Focus—removes the Reading Room engagement chart. The cards and documents table are displayed.
- Reading Room Focus—displays the engagement chart and documents table. The cards are hidden.
View / Download Trends:
This chart displays user engagement within the Reading Room. By default, it shows engagement across all documents. Selecting a document from the table updates the chart to focus on that specific document and opens its disclosure audit, providing a historical record of post-disclosure activity.
Cards:
- Documents Requested 3+Times—clicking this card filters the document table by Request Count. Federal agencies follow the Rule of Three where documents requested three or more times are made available online. You can follow this rule by monitoring this card and changing the status of hidden documents to public if they meet the Rule of Three. To make a document public, change the Status to Public directly in the table. If necessary, you can also hide documents in the same manner.
- Documents with Release Conflicts—refers to documents that have inconsistent release outcomes across multiple FOIA cases. The Disclosure Center flags a release conflict when the same document is scheduled for release in different FOIA requests but with conflicting release decisions. For example, if in one case a document is queued to be released with no redactions but in another case the same document is queued with one or more redactions, the system will mark it as having a release conflict. FOIA agencies can investigate and resolve discrepancies, ensuring a consistent approach before the document is disclosed publicly.
- Recent Disclosures—clicking this card filters the table by the Latest Release Time and allows you to see the most up-to-date FOIA releases.
Document table:
This table displays information on previously released documents. Fields include:
- Title—usually a .tiff or .pdf file type.
- Alerts—indicates if a document is flagged for some reason, such as being in conflict with another document. This allow agencies to quick determine if further action is required prior to public release.
- Status—indicates if the document is publicly accessible or hidden from the public.
- Request Count—the number of times this document has been requested. This might come into play for the Rule of Three, where documents requested three or more times should automatically be made public.
- Time Since Release—shows the hours and days since a document was released.
- Latest Release Time—shows the date and time the document was last released.
- Latest Release By—the person releasing the document.
- Downloads—shows the number of times the document was downloaded in the Reading Room.
