FOIA Disclosure Center (Advanced Access)

The FOIA Disclosure Center provides information on previously released documents. The portal includes a dashboard that highlights Reading Room trends, along with a table displaying information on released documents. Summary cards display the number of documents requested three or more times, documents with release conflicts, and the number of recent disclosures. Clicking a card updates the list display with related documents.

Views:

The default view is All View, which displays all disclosure records. You can switch to one of the following views:

  • Documents Focus—hides the Reading Room engagement chart. Displays the cards and documents table.
  • Reading Room Focus—displays the engagement chart and documents table. Hides the cards.

View / Download Trends:

This chart displays view and download activity in the Reading Room. By default, it shows activity across all documents. When you select a document from the table, the chart updates to focus on that document and opens its disclosure audit. The disclosure audit provides a historical record of post-disclosure activity.

Cards:

  • Documents Requested 3+ Times—displays the count of documents requested three or more times. Click the card to filter the table to only these documents. Under the federal Rule of Three, documents requested three or more times are made available to the public online. You can monitor this card and change the Status of qualifying documents from Hidden to Public directly in the table. You can also hide documents using the same method.
  • Documents with Release Conflicts—displays documents with inconsistent release outcomes across multiple FOIA cases. The Disclosure Center flags a release conflict when the same document has conflicting release decisions in different FOIA requests. For example, one request may release a document with no redactions while another request releases the same document with redactions. The system marks this as a release conflict. Agencies can investigate and resolve these discrepancies to help maintain a consistent approach before public disclosure.
  • Recent Disclosures—filters the table by Latest Release Time to display the most recent FOIA releases.

Document table:

This table displays information on previously released documents. Fields include:

  • Title—the document title. Documents are typically .tiff or .pdf files.
  • Alerts—indicates whether a document is flagged, such as having a release conflict with another document. This helps agencies quickly determine if further action is required before public release.
  • Status—indicates whether the document is publicly accessible or hidden from the public.
  • Request Count—the number of times this document has been requested. This field supports the Rule of Three, under which documents requested three or more times are made available to the public.
  • Time Since Release—the elapsed time (hours and days) since the document was released.
  • Latest Release Time—the date and time the document was last released.
  • Latest Release By—the person who released the document.
  • Downloads—the number of times the document has been downloaded from the Reading Room.
